JOB PURPOSE:

Provide strategic direction in the quality improvement and verification in all aspects of the operations including the deployment and maintenance of Quality Systems, external standards and initiatives in order to support the business in its objectives to provide quality products complying to local and international standards.

PERSON SPECIFICATIONS)

1   STRATEGIC QUALITY MANAGEMENT – Provide strategic leadership and direction in the planning and development of major quality initiatives and projects, as required by the organization, in order to ensure its implementation within the given project deliverables.

2   QUALITY MANAGEMENT STANDARDS, POLICY & PROCEDURES - Ensure the development and implementation of the Quality Managements’ standards, policies & procedures to provide a clear and common framework for all related QA / QC activities.
   
•   Lead in the development of the Quality Management Standards, Policies, and Procedures, guidelines, forms and other required documentation to support the activities of the QA / QC team.
•   Ensure the standards, policies and procedures are in line with the Corporate Vision and objectives.
•   Ensure the timely documentation and communication to the relevant parties including the QA / QC team.
•   Ensure its continual improvement and enhancement to maintain consistency with the changing business process and other developments.
•   Create an environment for the QA / QC team in voicing out their recommendations on its improvement and enhancement.

3   QUALITY ASSURANCE – Ensure the timely provision of the Quality improvements and initiatives, including technical support, to the relevant parties concerned in fabrication and assembly of the product unit in order to support the business.
   
•   Oversee and guide the QA team in the development of initiatives and improvements in the QC systems & methodologies, Production processes and all other related items towards the enhancement of its function in the production of quality units.
•   Directs the QA team in the development and implementation of a system to evaluate the performance of Vendors to ensure their qualification in providing the required material support to the organization.
•   Ensure the provision of quality related documentation and support to other Departments as and when required.
•   Ensure a proactive approach to improve quality of work at site, minimize rework and demonstrate continual improvement.
•   Participate in product and process improvement projects with Engineering, Manufacturing and Sales.
4   QUALITY CONTROL – Ensure the inspection and testing of the Company’s process and products and the resolution of non conformances in order to ensure the company’s product meets the quality standards of the different organization bodies which the company is a member of.
   
•   Oversee the conduct of the QC team to the different activities on the monitoring and resolving of non conformances to ensure the Products meet the quality standards upon release.
•   Ensure the continuous function of the Component Test Lab through the testing and inspection of materials and items to monitor its compliance to the rigorous standards of the organization.
•   Ensure the coordination and support provided by the Quality Control Team to the production, material management and other units to the resolution of issues and non conformances.
•   Ensure the accuracy and the timely submission of reports by the QC team to the Quality Management.


5   STANDARDS / ISO CERTIFICATION REQUIREMENTS – Ensure the QA / QC teams’ conduct and delivery of the different activities in order to monitor and maintain the organization’s compliance to the relevant ISO & other local and international standards requirements.
   
•   Provide leadership in the management of the different QA activities in monitoring and ensuring the compliance of the different department / parties to the Company’s Quality Management System and international standards.
•   Act out as the Management Representative and Lead Assessor for the Company’s ISO certification requirements and meet with the external auditors to support their activities.
•   Ensure the timely resolution of all Non Conformances / Improvements and other finding by the relevant auditors.
•   Ensure the organization’s timely and accurate completion of all requirements for the ISO standards.
•   Review and recommend on the upgrade or change of the Company’s ISO certification as and when necessary for the business.
6   BUDGET & OPERATIONAL COST EFFICIENCY – Prepare the annual Budget for the Quality Management and ensure its efficient implementation and control to maximize the effectiveness of the function in providing its services to the organization and the business.
   
•   Based on the inputs provided by the team, the division’s historical data and the planned programs and activities, develop the divisional budget for the year taking into consideration all potential cost and expenditures of the division.
•   Formulate, review and revise the Organizational Structure in line with current and future business needs in order to optimize its services to the organization.
•   Communicate to the relevant parties on the approved Budget and ensure their utmost compliance to the budget.
•   Monitor and approve all cost / expenditures against the approved budget.
•   Lead in the development and advocacy of cost management and operational efficiency process / programs and initiatives in the division.

1   PRODUCTION / OPERATIONS MANAGEMENT – Oversee the development and achievement of production targets through the different production facilities, in line with sales targets.

•   Review and audit operational activities and programs in order to provide better directions in improving process yields and lessening the cost per good produced.
•   Meet with the operations team for each business unit to discuss and resolve material variances, scraps and waste.
•   Ensure that Process Improvement’s programs (e.g. Kaizen, 5S etc.) are continuously implemented and improved upon in order to better maximize Operations productivity and efficiency.
•   Set, and monitor the performance of the plant against, standards and targets in areas such as manufacturing
and administration efficiency, cost control, sales revenue, legal compliance, and human resource management.

3   OPERATION (BUDGET) MANAGEMENT – Direct and oversee the budget development and utilization by the business unit and its relevant operation / production / functions in order to ensure utmost and efficient use in its day to day business operations.
   
•   Supervise the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyse and approve operational investments that best meet the organisation’s business needs within approval limits or make recommendations to the top management team.
•   Liaise with the Finance function on the provision of a periodic report on operational cost in order to ensure the timely identification and control of budget discrepancies.
•   Analyze and approve large expenditures / cost of the relevant departments in order to maintain control.
•   Meet with the relevant operation managers on their relevant operational efficiency and budget variances in order to resolve variances.

Lead, direct and control the day to day activities of the Heavy Duty Cooling Systems Production Plant in order to achieve the short and medium term financial and operating objectives set by the overall corporate business plan.

1   PRODUCTION MANAGEMENT / DELIVERY – Manage and oversee the different activities relevant to the production of the Unitary & Applied Product Units in order to ensure the utmost deliver the products as per the schedule / sales agreement or quota.
   
•   Liaise with the Sales, Engineering and other relevant parties on the production requirements and lead the planning team to deliver the product(s) required as per the agreed schedule / timeline.
•   Closely monitor the production team and resolve any discrepancies or deviations to prevent delays in the production / assembly of the product units.
•   Oversee the planning and prioritize the manufacturing of the product units and the materials required in order to ensure the particular requirements are delivered to the customers concerned.
•   Organize and lead production meetings with the relevant parties to maintain the schedule and delivery of requirements.
•   Administer all incoming work orders by checking, approving and monitoring the same.

2   PRODUCTION QUALITY MANAGEMENT – Ensure quality standards are consistently implemented and continuously improved in the different production, assembly and other relevant areas / operation in order to minimize production scraps and waste.
   
•   Oversee the implementation of the Company’s quality management system and standards to all areas of the operations in order to ensure compliance of all areas to the defined system and standards.
•   Ensure the provision of necessary support is given to quality auditors and other relevant personnel in the evaluation and assessment of the production facilities in order to identify and resolve non conformances / discrepancies at the earliest.
•   Oversee the resolution of escalated and large scale Quality deviations and non conformances in order to ensure the prevention similar occurrences in the future.
•   Meet with the different heads and resolve any quality issues while reiterating the importance of communicating to the employees about quality of work in their respective areas.

3   RESOURCE MANAGEMENT – Manage and oversee the effective utilization and management of the Production facilities, resources and assets in order to ensure the continual improvement of plant efficiency in delivering the required products to its customers.
   
•   Oversee the planning for the procurement / requisition of the necessary materials / equipments / machineries and other requirements in order to maintain efficiency of the production.
•   Ensure that all machineries and equipments are proactively maintained in order to minimize or prevent stoppage of production due to unplanned machine breakdowns.
•   Lead in the liaison with the relevant parties in procuring / obtaining the necessary support in the completion / delivery of their requirements.
•   Ensure the efficient management of resources by the different production / assembly areas through the provision of reports and the conduct of inventories and inspections.

4   BUDGET PLANNING & COST EFFICIENCY – Develop the Annual Budget Plan and organize the communication and compliance of all supervisors in order to set and deliver a realistic gauge for the department’s revenue and expenses for the upcoming year.
   
•   Prepare the Organizational structure which shall effectively implement the department’s business plan.
•   Based on all data presented / available, develop the department’s budget for the year taking into consideration all cost and expenditures of the department.
•   Communicate to all parties on the approved Department Budget and ensure its utmost compliance.
•   Monitor operating expenses of the department by reviewing the planned versus actual reports received from Accounts Department and approve all cost / expenditures against the approved budget.
•   Lead in the development of and advocacy of Cost management and operational efficiency programs and initiatives.
5   PROCESS IMPROVEMENT – Manage and oversee the development and implementation of process improvement initiatives within the plant facility in order to manage and improve the production cycle leading to improve financial management.
   
•   Oversee the analysis and review of the Production Facilities and its processes in order to ensure the provision of valid recommendation for its improvement leading to better efficiency in the delivery of requirements.
•   Promote a culture of continual process improvement and lead in the recognition and reward of innovative and creative innovations in the workplace which provides the function better efficiency and cost saving.
•   Keep abreast of the latest technologies and production / manufacturing best practices in order to evaluate its effectiveness in improving the function’s production / cost.

6   PEOPLE MANAGEMENT – Build, manage and motivate the staff towards team development and exemplary performance in order to maximize productivity and harmony.
   
•   Identify manpower requirements for the next year and participate in the recruitment activities.
•   Share knowledge and experience with the team(s) and provide feedback, guidance and assistance.
•   Organize the identification of training needs for staff and recommend appropriate training to meet the training needs and improve performance standards.
•   Organize the appraisal of the staff to assess their effectiveness in meeting current and future needs and contribute in the succession planning in order to sustain the effectiveness of the team(s).
•   Create a coaching and mentoring environment and encourage teamwork between the staff in order to improve team performance and people development.
•   Review and approve day / night shift assignments and inform employees through a memo.
